The Parliamentary Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, approved the construction of a 6-lane road tunnel on NH-148 AE with a total project length of 8.1 Km and with an objective to connect Dwarka Expressway (NH 248BB) with Nelson Mandela Road in Vasant Kunj area of Delhi under the National Highway (O) Scheme at a cost of INR 6,969.67-crore on Mixed Annuity Basis (HAM).

The project will provide higher speed connectivity between the western and southern parts of Delhi and will connect the Urban Extension Corridor (UER) 2/Dwarka Expressway with Vasant Kunj area in South Delhi. It will also help divert traffic from Gurgaon, Dwarka, Indira Gandhi International Airport, and West Delhi to South Delhi.

The twin-tube tunnel will preserve the Southern Ridge forest area (the 1.98 km section of the tunnel passes under the ridge) and reduce the obstacles on the ground. The National Highways Authority of India (NHAI) has also proposed to set up an elevated corridor between AIIMS and Mahipalpur, connecting the tunnel to Barapullah elevated road and connect West Delhi, South Delhi, to East Delhi, Ghaziabad, and Noida.

The proposed tunnel passing through the Rangpuri (South Delhi) Ridge (to be constructed with the help of a tunnel excavator (TBM)) will start from Shivamurti Interchange and end at the intersection of Nelson Mandela Marg and Mahipalpur Chhattarpur Road.

It is also proposed to construct an elevated road (1.8 km) along the Nelson Mandela Road to ease traffic congestion at this intersection. An additional flyover from Chhattarpur towards Mahipalpur is also proposed. It is also proposed to construct an elevated U-turn to allow traffic towards Chhattarpur to take a right turn.
